IMPROVISING CF CARD ENVELOPES CANCELLED

On May 10, 2013, the City COMELEC Office issued to the City Treasurer the authorization to use improvised envelopes for the compact flash (CF) cards, as part of the election paraphernalia for the coming Monday’s election. The City Treasurer’s Office had not received the official window envelopes, or the CEF A18-H, for the CF cards from COMELEC, Manila. Atty. Palmer Palamine, the City Election Officer, authorized the City Treasurer’s Office to improvise window envelopes for allocation to the different voting precincts, to comply with the general instructions of the Board of Election Inspectors regarding the sealing of the Compact Flash (CF) cards after the election.
                City Treasurer, Engr. Marilyn Legaspi, invited representatives from the Parish Pastoral Council for Responsible Voting (PPCRV), National Citizens’ Movement for Free Elections (NAMFREL), the Liberal Party (LP), Padayon Pilipino (PDP),  the Centrist Democratic Party of the Philippines, and the United Nationalist Alliance to witness the creation of the improvised envelopes. The envelopes were labeled with sequence numbers 1-360, one for each voting precinct in Cagayan de Oro. The representatives present then countersigned the improvised envelopes.
                Just as the activity ended, the envelopes from the COMELEC eventually arrived at 10:30 AM. However, when counted in front of the representatives, only 350 of the 360 required envelopes were received. The first ten improvised and countersigned envelopes were then used to complete the number of required envelopes, while the remaining 350 improvised envelopes were destroyed.
                The ten improvised envelopes, with the minutes of this morning’s meeting attached, will be deployed to MOGCHS tomorrow along with one original COMELEC envelope for easier tracking and monitoring. ###
